3.Coinbase违反了证券市场关键功能的分离规定；
4.作为一个未注册的经纪人进行运作，它向投资者提供了另外两项违规服务：Coinbase Prime、Coinbase Wallet；
5.Coinbase违反Howey测试，让Howey测试标准认定为证券的加密货币资产进行交易；
6.Coinbase提供的质押计划服务，向投资者25-35%的佣金，违反了SEC证券法。
