Full ban on crypto ATMs: Hawaii bill to take effect on October 1

Odaily News: Hawaii Governor Josh Green signed House Bill 1642 in July, banning the "ownership, operation, or management of self-service transaction machines that exchange U.S. currency for digital financial assets." The ban will take effect on October 1. The bill cites data from the FBI's Internet Crime Complaint Center, which reported in April that Americans lost more than $11 billion to digital asset-related scams in 2025, including 826 related complaints from Hawaii residents with losses of about $80 million. Hawaii becomes the fourth U.S. state after Minnesota, Tennessee, and Indiana to fully ban crypto ATMs and self-service kiosks.

New Alabama bill to take effect October 1, creating a legal framework for DAO-like nonprofit entities

Odaily News: The governor of Alabama signed SB 277, which legally recognizes the state's decentralized autonomous organization structures and allows such entities to use blockchain technology and smart contracts for operations and governance. According to the bill text, a decentralized unincorporated nonprofit association (DUNA) must have at least 100 members who join by mutual consent. A DUNA may own property and engage in for-profit activities but may not distribute profits to members. In addition, the bill provides that DUNA members generally are not personally liable for the association's activities. The bill is expected to take full effect on October 1, 2026.

By signing the bill into law, Alabama becomes the second U.S. state, after Wyoming's 2024 legislation, to grant legal status to DAO-like entities.
