Tare Completes $13.25 Million Seed Round, Led by Blockchain Capital
Odaily News — The funding round was led by Blockchain Capital, with participation from Janus Henderson, Strobe Ventures, Venture Dept, Neoclassic Capital, and the Avalanche Foundation. Aave CEO Stani Kulechov, Tether co-founder Phil Potter, and Privy CEO Henri Stern also participated in the investment. Tare plans to develop loan management software on Avalanche, creating digital records for loans and automating back-office processes such as record-keeping, payment distribution, and transaction verification, in order to consolidate fragmented private credit business processes and reduce intermediary and operational costs.
Non-custodial developer criminal liability explicit protection removed, Coin Center says Roman Storm prosecution theory still not excluded
Odaily reports that Bitcoin News posted on X platform stating that Coin Center says the latest revised BRCA text removes the provision that provided explicit criminal liability protection for developers who do not control user funds under 18 U.S.C. § 1960. The revised text would still protect developers who do not control user funds from being deemed money transmitters under the Bank Secrecy Act and FinCEN regulations, thereby significantly raising the difficulty of prosecuting developers solely for failing to obtain a money transmitter license or register with the federal government. However, the text cannot prevent prosecutors from arguing that developers knowingly transmitted funds derived from criminal activity, a theory that has become the core basis in the criminal cases against Tornado Cash developer Roman Storm and Samourai Wallet developers. Coin Center believes that this compromise represents substantive progress on the regulatory front, but developers still face broader money transmission criminal prosecution theories from the U.S. Department of Justice; if the CLARITY Act passes with the revised BRCA, the related disputes will mainly shift to the courts.
Capital B Ranks Ninth on Euronext by Trading Volume-to-Market Cap Ratio, Holds 3,521 BTC
Odaily reports that Bitcoin News posted on X platform stating that Paris-listed Bitcoin treasury company Capital B, formerly known as The Blockchain Group, currently ranks ninth on Euronext by trading volume-to-market cap ratio. After purchasing 376 BTC for approximately €25.3 million on September 7, Capital B's holdings increased to 3,521 BTC, with a combined cost basis of approximately €309 million. Its ticker symbol is ALCPB, trading on Euronext Growth Paris. Capital B stated that following its listing on Cboe Europe on August 5, the company's overall trading volume approximately doubled.
Blockchain Association and CCI File for Injunction to Halt Illinois' 0.2% Digital Asset Transaction Tax
Odaily News – The Blockchain Association and the Innovative Crypto Council (CCI) have filed a motion for a preliminary injunction with the Circuit Court of Sangamon County, Illinois, seeking to halt the 0.2% digital asset franchise transaction tax scheduled to take effect on January 1, 2027, during the pendency of litigation. The tax applies to crypto entities established in Illinois or providing services to Illinois residents with annual gross revenues exceeding $100,000. The two lobbying groups had previously sued Illinois over the measure and, together with the Chamber of Digital Commerce, argue that the law violates the federal Internet Tax Freedom Act as well as the Due Process and Interstate Commerce clauses of the U.S. Constitution.

CCI and Blockchain Association Sue Illinois Officials Over 0.2% Digital Asset Tax
Odaily News: Digital asset advocacy groups Crypto Council for Innovation (CCI) and the Blockchain Association (BA) have filed a lawsuit against Illinois officials, opposing the state's 0.2% cryptocurrency tax. The tax, expected to take effect in January 2027, is levied on transaction volume rather than income.The two organizations filed the complaint in the Seventh Judicial Circuit Court of Sangamon County, arguing that the tax violates the U.S. Constitution, the Illinois Constitution, federal and state due process laws, and the Internet Tax Freedom Act, and could result in double taxation. The complaint also states that the tax rules are overly vague, placing compliance burdens on residents and brokers while exposing them to civil and criminal penalties.Blockchain Association CEO Summer Mersinger stated that Illinois cannot implement a tax system that discriminates against digital commerce and increases uncertainty for consumers and businesses. Korea Plans to Open Virtual Asset Accounts to Around 3,500 Companies; Central Bank to Test AI Agent Deposit Tokens in Late 2026

The National Assembly has officially passed amendments to the Electronic Securities Act and the Capital Markets Act, bringing tokenized real-world assets and security tokens under a unified legal framework.The Bank of Korea has completed the initial trial of Project Hangang, a real-world deposit token initiative, and plans to conduct second-phase institutional testing in late 2026. Ondo: Asset Tokenization Is Retracing the Early Path of ETFs
Odaily News – John Hoffman, Head of Product Portfolio at Ondo Finance, stated that the development trajectory of tokenized assets closely mirrors that of early ETFs: moving from initial skepticism and uncertainty toward broader market adoption.Speaking at the Wyoming Blockchain Symposium 2026, Hoffman noted that the 33-year evolution of ETFs is highly similar to the current progression of the tokenization market. He believes the market is once again witnessing how a new technology gradually transforms the financial landscape.Hoffman joined Ondo a little over two months ago, bringing 18 years of experience in traditional finance, including leading Invesco's Americas ETF business. He remarked that ETFs also faced similar skepticism in their early days—questions about technical viability and what problems they truly solved—questions that are now being raised in the tokenized asset space.Ondo began offering tokenized U.S. Treasury products with the launch of OUSG in early 2023. The fund provides institutional investors with exposure to short-term U.S. government debt. Solana Policy Institute CEO: Clarity Act Stuck in "August Recess Purgatory," Only 10% Chance of Passage Before Midterms
Odaily News - Solana Policy Institute CEO Miller Whitehouse-Levine stated that the window for the Clarity Act to pass before the November midterm elections is closing rapidly. Speaking at the Wyoming Blockchain Symposium 2026, he estimated that the probability of the bill becoming law before the midterms is only about 10%.Whitehouse-Levine described the bill as currently being in "August recess purgatory." He noted that the Senate has been working on the legislation for over a year, but as time in the current Congress runs out, completing the legislative process is becoming increasingly difficult.He added that the procedural motion scheduled for September 15 is only the first step in a series of votes needed to move the bill forward, so he remains "hopeful, but realistic about the odds."This assessment is more pessimistic than that of prediction markets. Ripple Chief Legal Officer: September 15 Will Be a Key Indicator for the Future of the Clarity Act
Odaily News, Ripple Chief Legal Officer Stuart Alderoty stated that September 15 will be a key date for determining whether the U.S. "Clarity Act" crypto market structure bill can continue to advance.Alderoty said at the Wyoming Blockchain Symposium 2026 that the Senate will hold its first procedural motion on September 15, namely whether to enter deliberation. The motion requires 60 votes of support to open the door for the bill's subsequent progress. He noted that this day will serve as a "barometer" for judging whether the Clarity Act can still move forward in Congress.Alderoty also serves as Chairman of the National Crypto Association.
