On September 27, the "BSN Open Alliance Chain Project" launched by the Blockchain Service Network Development Alliance ("BSN Development Alliance") was announced in Beijing. The "BSN Open Consortium Chain" is based on BSN's domestic public city nodes, and through the permissioned transformation of the public chain technology, it becomes an "open consortium chain" that is deployed in the BSN ecosystem and can be supervised. The project aims to further promote the healthy and orderly development of blockchain technology in China in a legal and compliant manner, and help developers develop, deploy and run various blockchain applications at low cost and efficiently and realize the chain-to-chain relationship. The convenient intercommunication between them has enabled China to maintain a leading position in the development wave of the global blockchain industry.

The operation of the BSN open consortium chain involves many aspects such as technology development, node management, multi-portal docking, cloud service coordination, developer training, and cross-chain collaboration. It is a project with a complex operating system. It is expected that after its launch in December 2020, the BSN open alliance chain project will have a dedicated official portal and a detailed developer manual for the convenience of users. 3. All open alliance chain operators must accept the supervision of the BSN Development Alliance and strictly abide by the expressly stipulated supervision methods. After discovering violations, the BSN Development Alliance can take off the relevant open alliance chains with one click, and make corrections according to the regulations and pass the acceptance before they can be put on the shelves again. If any application on any open consortium chain violates the rules, the operator of the open consortium chain and the BSN Development Alliance can take shielding measures to remove it from the shelves;

4. The use entrance of all BSN open alliance chains will be pushed to all BSN portals through the BSN empowerment platform. The BSN portal is responsible for registering users with real names and keeping user information. User information will not be sent to BSN. The BSN portal is also responsible for the user's RMB recharge and GAS account recharge, and collects corresponding payments. After the recharging of the GAS account is completed, the portal party can confirm the income, and after deducting its own income, it will pay the remaining part to the corresponding open alliance chain operator and other relevant parties in accordance with the methods stipulated by the BSN Development Alliance;

5. Low-cost cross-chain interoperability is one of the core concepts and technical directions of BSN. BSN will enable all open consortium chains to interoperate through the "cross-chain communication hub" deployed in all public city nodes, that is, to allow smart contracts on different chains to call each other. All open alliance chain frameworks must technically support cross-chain communication hubs, but corresponding mechanisms can be set to allow or limit the realization of cross-chain mechanisms. BSN can also provide technical solutions so that all BSN open consortium chains can interoperate with other open consortium chains outside BSN and legally operating in China. The above interoperability mechanisms will all be realized in the first half of 2021. The interconnection between the domestically deployed open alliance chain and the international blockchain ecology under the premise of legal compliance will be a trend, but the technical solution and interoperability model must be approved by the relevant regulatory authorities. There is currently no specific timetable for the international intercommunication of the BSN open alliance chain;

6. The reason why the BSN open alliance chain project encourages the multi-chain model is to establish a competitive environment among technical frameworks. Only in an ecosystem of healthy competition can the development and innovation of technology be truly promoted. The BSN Development Alliance will require all BSN open alliance chains to undergo a major version update at least once a year. If there is no framework upgrade iteration for a long time, the open alliance chain framework and the operator may be dissuaded. The open alliance chain will form an industry in China, and will also become one of the core foundations to promote the rapid development of China's blockchain technology. Any new version iteration of the BSN open consortium chain must pass the technical review before it can be deployed and upgraded by the BSN operation and maintenance party;

7. During the preliminary investigation and preparation period, the BSN open alliance chain project has received great attention from many institutions in the industry and at home and abroad, including Huobi, a number of financial institutions and many blockchain technology parties who have given a lot of assistance and advice. Based on the current regulatory requirements, the BSN open alliance chain project will be operated by designated companies within the BSN Development Alliance, and companies outside the BSN Development Alliance will not be able to directly participate in the specific implementation of the project.
